New Restrictions and Incentives Aim to Curb Road Incidents Among Young Drivers
In a bid to improve road safety for young drivers, Western Australia’s Premier and Minister of Road Safety, David Michael, have introduced new road safety initiatives focused on young drivers, especially Red P plate holders. Starting December 1, 2024, Red P plate drivers will be restricted to one passenger at all times, aiming to reduce the high rate of accidents among drivers aged 17 to 19. This group has the highest rate of fatal or severe injuries (KSI), with 107 incidents per 100,000 people, according to recent road safety reports.
Exemptions to the new rule will be allowed if an experienced driver with at least four years of a C-class license is present, if the passengers are immediate family members, or if it’s necessary for work, provided the driver has an employer letter for verification. Violating this rule will incur a $200 fine and two demerit points, similar to the existing midnight to 5 a.m. curfew.
To encourage safe driving habits, the state’s Safe Driver Reward Program for P plate holders has been expanded. Under this program, Red P plate drivers who remain demerit-free for three years will receive up to a $100 discount on their license renewal.
The Department of Transport will also introduce a pilot Safe Driving Course, offering up to 750 young drivers further training on managing road risks, particularly during the high-risk first six months of driving. Additionally, the Prevent Alcohol and Risk-related Trauma in Youth (P.A.R.T.Y.) program will expand to regional students, providing firsthand insight into the consequences of road accidents.
Alongside these measures, the government plans a comprehensive review of current licensing practices, aiming to implement best practices in driver education and safety.
