New Legislation Empowers Schools to Address Violent and Abusive Parents

Strengthened Measures to Protect School Communities

Legislation enhancing school powers to handle abusive and violent parents has been introduced in State Parliament. The new measures aim to address a significant rise in parental abuse incidents, which have led to a 200% increase in bans across public schools over the past five years.

The legislation broadens the criteria for barring individuals from schools, allowing principals to enforce a 25-metre exclusion zone around school boundaries. It also extends protections to off-site activities like camps and excursions, ensuring abusive or threatening behavior is addressed comprehensively.

For the first time, the law targets vexatious online communications involving staff. This provision ensures educators are safeguarded against harassment on digital platforms, even when off duty. A barring notice can now restrict all forms of communication with staff, enhancing their safety and mental wellbeing.

Other changes include extending barring periods from three to six months and increasing the maximum penalty for violations from $2,500 to $7,500. These provisions will apply to public, Catholic, and independent schools, protecting staff and students across all sectors.

The Education and Children’s Services (Barring Notices and Other Protections) Amendment Bill 2024 ensures disruptive individuals can be effectively managed without affecting the attendance of their children at schools or preschools. This legislation is a robust step toward fostering safer learning environments for students and staff alike.
